Attic insulation removal costs money, but an empty attic is the easiest attic to air seal (click here to read about air sealing) and the end result will always be better. An empty attic is also a great time for updates to lighting, ceiling fans, and wiring.
Full removal is not required, and we can certainly do a great job of air sealing when we are only dealing with a single layer of loose or batted material. See these pictures where we cleared away some loose insulation to find the gaps and leaks in the attic plane.
We always air seal the attics we work on, even when we don’t remove old insulation first. The end result looks the same and the total thermal barrier is still between R49-R60. Only upon inspection would someone learn that there was an older type of insulation under the new cellulose.
